ISO 50001

Background

Energy is an important material basis for national economic and social development, and energy issues have become one of the important factors affecting the sustained and healthy development of the national economy. In the process of rapid economic development, China’s high energy consumption, low utilization efficiency, and serious energy waste is still very outstanding. At the same time, the pollution and greenhouse gas emissions generated by energy consumption have put enormous pressure on China's environmental governance.

China has put forward the strategic goal of "carbon peaking and carbon neutrality". In the current situation, due to the significant correlation between energy consumption and greenhouse gas emissions, saving the total amount of energy consumption and improving energy efficiency are important measures for achieving the goal of "carbon peaking and carbon neutrality", as well as important means to promote enterprises to achieve cost reduction and efficiency improvement, and practice green development.

Energy conservation is a systematic and comprehensive task, while upgrading energy-saving technology and equipment is only part of energy conservation. Relying solely on technological energy conservation cannot ultimately solve the energy imbalance between supply and demand. Therefore, adopting systematic management approaches to reduce energy consumption, improve energy utilization efficiency, promote energy conservation behavior, and build energy management systems have become the key to energy management.

Introduction to ISO 50001

The ISO 50001 standard is designed to help organizations establish the systems and processes necessary to continuously improve energy performance, including energy efficiency, energy use, and energy consumption. This standard specifies the requirements for an organization's energy management system. The successful implementation of an energy management system supports an energy-saving culture of improved energy performance. Developing an energy-efficient culture depends on the commitment of all levels of the organization, especially the top management, and the integration into the corporate culture.

ISO 50001 applies to various activities under the control of an organization and can be applied appropriately according to the specific requirements of the organization, including the complexity of the system, the degree of documentation and the resources available. This standard is applicable to the design and procurement of facilities, equipment, systems or energy-using processes within the scope and boundaries of an energy management system. This standard is not applicable to the use of products outside the scope and boundaries of an organization's energy management system, nor to the design of products outside the scope and boundaries of facilities, equipment, systems, and energy use processes.

The establishment and implementation of an energy management system, including energy policies, objective, energy targets and plans of measures related to energy efficiency, energy use and energy consumption, is subject to applicable laws, regulations and other requirements. An energy management system helps organizations set and achieve objectives and energy targets, take the required actions to improve their energy performance, and demonstrate that their systems meet the requirements of this standard.

The latest version of the ISO 50001 standard is the 2018 version, which adopts the requirements of the ISO management system standard, including high-level structure, common core texts, and common terms and definitions to ensure a high degree of compatibility with other management system standards. The new standard will also help better integrate the energy management system with the organization's strategic management process.

Criteria for applying for certification

Organizations applying for ISO 50001 certification should meet the following criteria:

(1) Obtain the legal personality or its components registered with the State Administration for Industry and Commerce or relevant institutions;

(2) The energy management system has been established in accordance with the standards of ISO 50001 "Energy Management Systems-Requirements" and the corresponding "Energy Management Systems-Industry Certification Requirements" and has been operating properly for at least six months;

(3) Obtain administrative licensing documents required by relevant laws and regulations (when applicable);

(4) Compliance with the requirements of the relevant competent authorities for energy management (where applicable);

(5) Promise that major energy-related accidents will be reported to the certification body in a timely manner after obtaining certification.
