16th Seminar on the Domestic Operation Mechanism of IEC Conformity Assessment System Successfully Held

On December 6, the 16th IEC Conformity Assessment System Domestic Operation Mechanism Seminar was held in Haikou. The conference was hosted by the Certification and Supervision Department of the State Administration for Market Regulation, organized by the China Certification and Accreditation Association, and co-organized by CEPREI Certification Body. Relevant responsible comrades from the Certification and Supervision Department of the State Administration for Market Regulation and the Hainan Administration for Market Regulatory  attended the meeting and delivered speeches. Guo Jing, Deputy Secretary-General of the Certification and Accreditation Association, and Xianghong HU, Deputy Director of the Fifth Electronics Research Institute of the Ministry of Industry and Information Technology, attended and addressed the meeting.

Relevant responsible comrade from the Certification and Supervision Department of the State Administration for Market Regulation in his speeches briefly reviewed the achievements made in the international cooperation of conformity assessment, especially the participation in the IEC conformity assessment system, summarized the overall effect of the national development of quality certification services and the overall market supervision, and analyzed the international, domestic and industry situation faced by quality certification. He pointed out that we should adhere to the "three service concepts" of serving the overall situation, serving the society and serving the industry, stick to the "two main lines" of professionalism and credibility, highlight the "one work standard" of creating value by quality certification, help certification and accreditation "go out" and actively promote international cooperation. He also emphasized the need to better play the role of the IEC conformity assessment system platform, contribute wisdom and strength, and utilize the international strategic layout to improve the level of response.

The responsible comrade from Hainan Administration for Market Supervision introduced the positive results achieved in the development of Hainan Free Trade Port by adhering to the strategy of developing a province of high quality products and standardization, by aligning with the international economic and trade rules, and comprehensively strengthening the quality infrastructure construction with focus on areas such as metrology, standards, certification and accreditation, and inspection and testing.

Jing Guo briefly introduced the situation and achievements of the Association's participation in conformity assessment related international organizations. She said that the Association was entrusted by the competent authorities of the industry to assist in the domestic activities related to the IEC conformity assessment system, which is a glorious mission and a great responsibility. The Association will make use of its own functions and platform advantages to play a supporting role in mechanism construction, selection and training of international talents, industry self-discipline and other aspects, and contribute to the international participation and domestic operation of the IEC conformity assessment system.

Xianghong HU said that the conformity assessment system is an important foundation to support the development of a great power of quality, and bears an important mission in the new era. Under the leadership of the State Administration for Market Regulation and the CNCA, as a representative of the IECQ and IECEE systems, CEPREI Certification Body will make greater contributions to support the development of a quality certification system with high-quality testing and certification, high-value services, high efficiency, legality and compliance as the main characteristics.

China is a permanent member state of the IEC and one of the four major member states of the IEC conformity assessment system. The Certification and Accreditation Administration of the People's Republic of China, as a state member of the IEC conformity assessment system in China, established the domestic operation mechanism of the IEC conformity assessment system in 2007. The seminar is an annual meeting of the domestic operation mechanism of the IEC conformity assessment system. It discussed the domestic and international economic development situation and the development of the IEC conformity assessment system, summarized the domestic operation of the IEC conformity assessment system, and made plans for next year and in the coming period. Domestic sub-secretariats of the IEC conformity assessment system made work reports, and exchanges and discussions on relevant documents and evaluation indicators of certification and accreditation "going out" were made. More than 100 representatives of domestic certification bodies, testing laboratories, certified enterprises and stakeholders participating in the IEC conformity assessment system attended the meeting.
