CEPREI Attended the EU Carbon Border Adjustment Mechanism Seminar
On November 16, a seminar on "EU Carbon Border Adjustment Mechanism: Considerations of Climate Policy and Impact on Chinese Enterprises" was held in Beijing. The conference was hosted by the Delegation of the European Union to China, and was attended by enterprises, industry associations, research institutions and certification bodies and other relevant units of Chinese academia and industry in the form of online and offline meetings. CEPREI Certification Body was invited and attended the seminar.
The EU Carbon Border Adjustment Mechanism (CBAM) is a carbon emission pricing policy tool in the European Union, which imposes taxes and fees on the carbon emissions of some imported goods, and will initially cover six categories of products, including steel, cement, aluminum, fertilizer, electricity, and hydrogen. EU Climate Action Commissioner Wopke Hoekstra and Director General of the EU Directorate-General for Taxation and Customs Union, Gerassimos Thomas, addressed the conference. The seminar was divided into four parts: "Considerations Behind Addressing the Risk of Carbon Leakage", "In-depth Discussion on CBAM Policy", "Monitoring and Reporting in the Transition Stage", "Carbon Price and the Future Trend of CBAM Policy". Chunyan CHEN, head of the Green and Low-carbon Business Department of CEPREI Certification Body, participated in the discussion of "monitoring and reporting in the transition stage" and made a speech on the EU CBAM mechanism and the response of domestic enterprises.
At the meeting, the team from the EU Directorate-General of Taxation and Customs Union explained the overall design of the CBAM policy, and the team from the EU Climate Action Committee explained the background of the CBAM policy, the responsibilities of stakeholders, and the monitoring and reporting of carbon emissions in the transition stage. Participants from Chinese academia and industry shared their opinions and suggestions on topics such as the qualification requirements and supervision of third-party verification agencies, how dealers can report information on carbon emissions of products, and the deduction of paid carbon prices in regional carbon markets. The EU side listened carefully to the questions and suggestions of the participants, and said that the EU hopes to continue effective communication and exchanges with major trading partners on emission data monitoring and reporting, verification system arrangements, etc., and promote the conclusion of possible agreements.
